For what it's worth, I frequent Warrington Town Centre on a regular basis and it's the same boneheads that deal with incidents in town horrifically that do the stewarding at games are taking the same stance because of said incidents and their heavy handed approach towards innocent people in the crowd today were appauling, it's obvious with a large police/steward presence in a crowd is going to cause tension, why the need for so many numbers?
