Parcels have more than doubled in the past few years and the average weight of a letter has also increased significantly to online magazine subscriptions and catalogues.
This is where some clever spin comes in from the governments point of view. They keep mentioning this 10% drop in LETTERS. What they fail to inform the public of is where the output has increased. Whether or not the parcel increase compensates for the letter shortfall I don't know but I bet it goes a long way towards.
Don't forget the Royal Mail also changed it's pricing structure to include size as well as weight to maximise profit from larger items.
