If you link the interview and media report it looks to me that the Warriors are rightly protecting their asset.
Think about it if they release Locke before the visa is issued and then if for any reason the visa is rejected then Locke becomes a free agent.
If other media reports are correct then the Warriors have previously blocked a move to another NRL club.
So it seems to me once he gets his visa then they will officially release him.
