Well, speed is of course just one of the many parts of overall fitness. Indeed, so is motivation. (Mental fitness)If any one of the many facets of fitness is lacking, other area's of fitness will suffer.
As for who's job motivation is. Well, that's a toughy. The best way I can put it is that motivation is something that as you say should come for he coach/coaches. But, equally it should come from the individuals within the group and the group as a unit. It's not quite as clear cut as that. I.e., a 3 an equal 3 way split as onsome days any one of the 3 may need to play a more active role in motivating the other two of the three.
The fire and brimstone speeches we see in the movies do paint a rather simplistic picture of how a team is motivated. My fave man Wayne Bennett is well known for saying little and very rarely in a raised voice yet look at his record.
