| I see where he's coming from, I don't necessarily agree on all of his policies.
IIRC he'd make it so that English players realistically could only ever play at the club they were brought through. If overseas players full stop (without 3 years under 21) counted an extra 25% on the cap you'd solve most of the problems imo

this is true, however if it means we lose some of the average overseas players with the funds spent on those encouraged to be spent on youth development instead, which whilst not guaranteed to bring through better youngsters (nothing is) it will guarantee to bring through more, where it becomes in the clubs best interests to spend more training and scouting young players which should follow they will be better

So you want clubs to offer more money to juniors to get them to sign for their clubs rather than signing for the ' bigger ' clubs
But the clubs you want to offer this money are the clubs who already are the clubs without the money at the moment , therefore leaving them with less money to spend on their 1 st teams
And then the bigger clubs just take these players off the original clubs anyway when they are developed
More money does not neccessarily make players better
All it would do is inflate the market for the juniors we already have
The simple answer is that any player that has not come through a british based clubs academy is counted double on the salary cap , but legaly this could be a problem

no, i would be happy with a maximum junior wage up to the season after they turn 18, at this point they can sign a pro contract with the club that has 'developed' them not counting on the cap, or with another club where it counts on the cap

But until you have all clubs at the maximum SC without bancrupting themselves in the process you will still have the big clubs monopolising the best talent
Whatever way you want to bake it , the bottom line is we need all clubs to be self sustaining and able to spend the full salary cap , until that happens you will not have a totally competitive competition
