Not exactly - it certainly isn't "financing" it.
Leeds CC has brokered an investment with Legal and General on what is essentially a 'sale and lease back' kind of arrangement. LCC can do this as local government can generally borrow at lower rates and given YCC's financial position, there's no way that YCC could have done this by themselves.
This bit on Legal and General's website explains more:
Quote Comprising the redeveloped stand, which sits on the south side of Headingley Cricket Stadium and the adjacent north stand of the Rugby Stadium, the property will be let to Leeds City Council on a 42 year lease, and under-let to the Cricket and Rugby Clubs jointly. Having said that, each club should be setting financial and performance targets anyway, every business needs to grow.

There are probably significantly more than 3,000 London based United fans in the capital, but, buying away tickets isn't that simple a task, it's generally not based on location, but, loyalty and previous sales which often ends in a ballot, you have to earn your ticket particularly for the glamour games. IMO a football 'away day' is seen by many as the best type of fixture, a bit of adventure with a better atmosphere.
I think that for whatever reason football is a fair comparison, in simple terms they travel further and in greater numbers and more regularly than we do, particularly when you you consider the palaver buying the ticket, it takes effort and planning, you can't just rock up with your pals and pay on the gate.

Maybe for some teams but in general I have never had much trouble obtaining football tickets for home or away. The point being they have a larger pool of supporters to target so hardly surprising they travel in greater numbers. Blindly optimistic to think WMDC would play ball on that one IMO. Were Wakey relegated, the rent/repayments would immediately be beyond the club's means. I can't believe Carter thought for a minute that such a deal would actually happen. Leeds, on the other hand, own their ground which provides some security to lenders.

Without wishing to cause offence it was you that used United and London based fans as an example, something I know a bit about (now I've gone and done it). United tickets are restricted so indeed aren't a fair comparative, yes even now they are in demand so agree that it's a lot to do with exposure and marketing.
I don't get the supporter pool bit when considered with the percentage example, as from our lower numbers base, we must generally beat or equal 10% of the home gate travelling to quite a few games in the regular season? I'd think that for example Warrington will take a 1,000 to quite a few games and significantly more to local matches circa 25% of our gate to say Saints or Wigan. I've no idea which side of the river that you are from but both Hull teams generally travel well?
Where we let ourselves down IMO are the Thursday/Friday nighters when a 40 mile e/w trip admittedly along the M62 will see numbers nosedive significantly in percentage terms, or the local derby not selling out with unrestricted tickets to purchase. In Wire's case, we don't do that bad BUT we should completely fill the away ends at Wigan and Saints and disappointingly we don't. Yes they are usually TV games and on a good day we probably take up to 35% of our gate which sounds fine, but, not for a 10 mile trip?
A girl in our office supports Huddersfield Town and is heading down to Bristol this weekend for the FA Cup I'm sure that she won't be alone and will be a bit of a diversion from the league whereas the Challenge Cup.....

A few years back during licencing I stopped attending most matches due to lack of ' excitement ' , I did attend more away fixtures than home essentially for the ' day out '

I'm pretty sure there will be plenty of Cas fans there but, most "sell outs" usually have a decent number of away fans.
FC & KR wont all be FC fans, Saints v Wigan, plenty of pies will be there etc, etc.
Catalan benefit form having reasonable numbers of away fans at their home games but, it's impossible for Catalan fans to make more than the occasional trip over.
I'll get my tin hat ready for the "it's up to each club to market themselves, sell tickets for their home fixtures etc etc
But it's bleeding obvious.

We have seen Tomkins and McIlorum in the same team before. I’ve had more exciting bathroom breaks to be honest. That goes for games against Catalans in general.

You have never seen the trio together before. Antoine Gigot was MoM against St Helens and against Warrington in the Challenge Cup. The combination of Antoine Gigot, Samuel Tomkins and Michael McIlorum in attack will be lethal.

| Saints vs Wigan sales seem to be steady if not brilliant from the Saints end. I don't know what Wigan's sales are like, but assuming that they sell their allocation, I would estimate a crowd of somewhere between 15,000 and 16,000.
