The finances for this would only really stack up if they could sell the footage to a significant number of countries, which simply isn't going to happen. It's only major tournaments like Olympics and FIFA World Cup where this model actually works because of a) limited number of venues to be covered, b) limited time frame of tournament and c) enough countries around the world willing to pay significant ££££ to secure the rights on an exclusive basis (which they then recoup through advertising, except in the UK where we pay for it when it goes to the BBC!).
I actually think the current model is the best we could get, if the BBC would put their highlights programme on nationally at a decent time!
