Why is Clive Sullivan synonymous with Wembley?
Yes, a legend of RL, but not particularly of RL at Wembley.
This statue is to commemorate "Rugby League’s historic role in the rich and colourful story of Wembley". Not a great RL player for being a great RL player.

Genuine question: how much did Clive Sullivan play at Wembley?
If not him, then rather than Edwards I would suggest Hanley. Given this is of importance outside Wigan I think the individual needs to have performed creditably at the stadium for GB as well as just for club. Ellery was captain I think in the 1990 test match and coach in 1994. Edwards' GB record at Wembley is somewhat less impressive.

He's in bed with union, we can't have a statue to recognise rl, of someone currently involved in rugby union.

Actually after actually really thinking about this i'm going to go for Mal Reilly, winner of the Lance Todd, played and coached GB, won a world cup, did well in Oz. Mal deserves a statue and he's well known on both sides of the world.
