No it isn't.
The on-field official will consult with the TMO asking a specific question based on what he thinks he has seen. The two most common questions are:
"Is it a try - yes or no?" - used when the referee cannot establish whether the ball has been grounded such as from a rolling maul
"Is there any reason why I cannot award the try?" - if the referee believes a try to have been scored but still has some doubt over an aspect of it, e.g. grounding or obstruction.
To state that the default position is "no try" is way off the mark.

I disagree. My hero - Roy Haggerty - regularly offloaded the ball in the most ridiculous of situations and he played when ball stripping was allowed.

I would like to see the rule modified to the way they have it Australia (I know nicking their rules - shame on me)
The players that form the scrum have to stay bound for the clock to remain stopped, if any player detaches from the scrum, the clock restarts immediately - saw it the other day with only seconds left and Billy Slater lifted his head from LF position - time ran out and any chance Melbourne had for a last second miracle play was lost!
I'd also get rid of the wrestling in the tackle rubbish - complete tackle, roll away, to control the restart, make sure the ball is played correctly with the foot, none of this 'making an effort' nonsense! This would help to speed up the game making it more attractive than the dross we seem to be served up most weeks but in a more controlled manner (imo).

with you 100 per cent- kicking into touch on the full from open play isnt classed as a penalty- why should it be from the Kick turnover on half way is the answer
and the shot at goal option for what are called penalties but are no more thantechnical infringements should be scrapped ie not playing the ball correctly - should that really punishable by a concession of points , kick for touch or turnover would suit me.

I have to disagree. Teams should be encouraged to keep the ball in the field of play, The ball kicked dead from open play should be a hand over from where the ball was kicked, as for stopping kicks at goal for so called technical penalties? the kick at goal is the only way to stop teams wasting time & slowing the game down so they can set there defence & with luck prevent a score against them.
If a player is good enough to drop or place kick a goal why should we try & stop him? just hand the ball over from the place the kick was taken if they miss.
My only gripe with the rules is the headlong rush to speed up the play the ball. IMO they should not be allowed to roll the ball back it should be played with the foot every time(as the defending side can no longer strike at it) prevent lying on & the flop by all means but also penalise the ball carrier who dives to the ground for a voulantry tackle, As I said at the start teams should be encouraged to keep the ball in play & break tackles not dive into tackles to win a quick play the ball that must be earned by busting tackles or driving in & putting the defence on the back foot.

| i dont class holding down as a technical offence- i mean ones such as ones at the PTB - ie not playing the ball correctly - is that really foul play worthy of a points concession - differential pen at best
as for dropping goals from in your own half - of course there's a skill to kicking goals but leave the long distance stuff to RU please or we'll have more long distance penalty shoot outs such as the Leeds v Wigan cup tie a few weeks ago -

| The top 8 has to go. It is simply not good for the game. Bring back the top 6, or even better top 5.
I heard McNamara say on tele before that 'the aim of Bradford at the beginning of the season was to make the top 8, i hope they can achieve it'

Dropping the ball is a knock on, doesn't matter if it goes front ways or back ways, catch / hold it properly.
Video ref gets 1 look from each available angle then has to make a decision. If you can't see something first time it's not there.
Agree with the stopping of the clock at the scrum rule as above.
As a Rhinos fan forward passes should be allowed

If you mistime a pass and the intended recipient overruns it and the ball goes behind him, you turn over possession. If you pop and offload out of tackle which bounces before it gets to its intended target, you turn over possession.
If you're trying to encourage handling and keeping the ball moving, why would you weight the risk/reward of doing so heavily towards risk? It will only increase five drives and a kick on the last as a gameplan, particularly in difficult conditions.

I agree with the play of the ball the refs are picking up now, but half way through the season is a bit of a joke.
maybe the other one is when the ball is kicked over the deadball line, and its a restart on the 20 for the other team. maybe it should be a restart on the 30. Think Phil Clarke has mentioned that one.
Main one is, Leeds to be penalised for being Dirty Yorkshire B&stards

Finishing 8th out of 14 is not really anything to be proud of.
I'd sooner see just the top 4 in the play offs and have it as 1st v 4th, 2nd v 3rd with the 2 winners meeting in the Grand final
Same in the NRL

maybe the whistle should be blown, then at the same time the ball is fed into the scrum, and the other team can start to push in the scrum

Agreeing with Barry McKenzie, the Dalai Lama of Rugby League can only enhance ones standing, not only on these forums, but in life in general.
A cynical person would say it's only a top 8 thing so there are more games played to get more money out of the people that pay to go and watch it or the sponsors who sponsor the games either on matchday or on telly.
It just seems strange that a side that finishes in the lower half of the ladder at the end of the season could actually become the premiers.
