Catalans aren't an "expansion team" any more than Toulouse are. Both areas are heartland areas just not in England.
Did you consider Gold Coast Titans to be "expansion" or did you think "fair enough, Gold Coast is a good place for a pro team, there seems to be the interest there"?

Putting Les Catalans in SL was probably the biggest risk taken by SL in its history

and only 3 years ago Halifax went round RL grounds with a begging bowl for donations because they were on the brink of bankruptcy, the kindness of RL fans saved Halifax, not any intrinsic advantage

Don't lie, there were many clubs, not that long ago there were 4 semi-pro clubs in the Perpignan area (before the merger to form UTC) and for big games they could get decent crowds. French rugby league was just in a low point when Catalans joined SL.
It wasn't a risk at all, the success was inevitable. Far more risky were the putting in of Paris, Gateshead, Crusaders and London. Of these the first two were huge failures, the third one is likely to be a failure (though it's too early to say with 100% certainty) and the fourth has only borderline as while they've done okay on the field they still don't attract the fans and never will

the clubs in the Perpignan area were getting decent crowds for the french elite, but nothing comparable to SL or the championship and huge swathes of people were massively against them entering, and the same tired regurgitated arguments that are being levelled at Toulouse and Paris were levelled at them
