The small matter of the public enquiry that followed the Local Authority approval, then the cross borough/Highways Agency issue of the access roads which had to be re-evaluated due to the planning application for the new docks on the adjacent site, the archaeological dig, RCD's "investor issues", a global financial crisis, and finally a development partner that was unlikely to move until the docks got approval (which happened a few months back).

in hindsight the RFL was certainly wrong to allow wakey and salford into SL.

i think salford will eventually get their ground sorted. with the GFC easing and the developer keen to make money from the other infrastructure, peel will build the stadium eventually

wakey have no chance at a stadium in 2 years and on that basis have no chance at a franchise spot

they shouldnt even bother lodging a bid next time. just save the paper guys

FWIW Cas and Saints will go ahead in time for the next set of francises and if the RFL throw anyone out next time it will only be if theres clubs they want ready to come in

Salford isn't Manchester.

Saints do appear to be further along the process than Salford, Wakey or Cas. The RFL won't give up on Salford due to the site and the Salford/Manchester conurbation.
If Salford walk away or can't proceed for some reason then the stadium will be built and Stockport (Sale) Sharks Union outfit will play there. There's no way the RFL want that to happen and I suspect neither do the other west pennine SL clubs. If the construction of Salford's stadium has started or at any stage of build by franchise time they will get another licence from 2012.
IMO the two vulnerable clubs are Wakey and Cas. If they can get it sorted with their new places by franchise time then they should be ok too.

So who goes down then ?

No-one. Increase the number of clubs by two - Toulouse & Widnes.

Then, .....then right......then....now...... in 2015 THEN they can kick a couple of clubs out whose Chairmen are still wearing hard hats looking at a piece of earth. Unless they've laid a few bricks ......then what we do ....... then we wait until 2018. Let Paris in and then really really kick someone out who's still pis[isi[/ing about with an unfinished stadium.
