Saddened, if you think that's a deliberate attack to the head you're100% wrong, the defender is 100% at fault, if I went to tackle like that and got sparked out, I would be embaressed for myself.
Saying the defender should be able to do same make me wonder if you even understand the game at all regards safety/onus of responsibility and why zero skill (mostly) ineffective dangerous shoulder barges by defenders was made illegal
The ball carrier turned their body to present their shoulder to the defender in the way, the tackler was lazy, didn't bend their back or adopt another way to use the ball carriers momentum to his advantage and got laid out because of it, that'll learn him
Learn how to tackle big men running in at speed properly then you are massively less likely to get sparked out/hurt!

The suggestion that it applies both ways regards leading with the shoulder ignores that one is carrying a ball and needs to secure it whilst wanting to get past the defender, there's less ability to move your body in the way a tackler can do to avoid being hit dangerously hence why the onus is on the tackler to be careful coming into contact for themselves AND of course the person they intend to stop/tackle.
There is no parity between an attacker and a defender but as I mentioned before, there should be more clarity regards attackers leading with the head, lifted forearms and elbows and punishments for that on and off the field. what we see here is perfectly legit, he raises his arm to push off AFTER the contact, right into the contact his arms are against his body
Just as Watts' were when he was incorrectly sent off a few years back when Mciilorum flew in recklessly and collected Watts elbow which was held to his body at point of contact, disciplinary as usual backed the ref/VR despite it being wrong so said sending off sufficient (it would have been a 2 game ban if he had actually lifted the elbow), the red card should have been rescinded!
