P&R between professional and semi-professional leagues doesn't work.

If it did, there'd be a clamour for the introduction (not reintroduction, note, but introduction) of P&R between the semi-pro and amateur ranks. But not one of the ending-semi-automatic-promotion-and-relegation-between-SL-and-NL-as-was-will-kill-the-game crowd ever – not ever in four years of 'debate' - once pushed for P&R into and from NL2 from below, not even when the division below was nominally part of the National Leagues.

And for a good reason.

To be fair, given the expansion from 12 to 14 clubs and all the extra players which was needed to construct two extra teams, it was always going to be hard for CC and Salford. CC have an advantage over Salford, due to their high quota allocation, and they now have another 3 years to build. I wouldn't write either CC or Salford off just yet.

We need to wait and see how things pan out before it can be either praised or criticised.
