well know, they have to read all the applications to see who they want in SL.

They take out the ones who are obviously good enough (i.e the top groups) and if there are spaces left they look in to the lower groups further and make a decision on who they believe will be best placed in SL.

, or seen where these clubs have finished on the pitch , or what attendances they get, or have any idea how many players these clubs have produced , or if any of these clubs have infringed any ' operating rules ' that were in place at the time or not

Those who the RFL wanted in super league only had to enter a subjective licence application. Anyone they didn't want in there had to submit a quantative one which could be manipulated by being subjective of the quantative. Very clear. It allows the RFL to manipulate the whole process and build an artificial super league of their liking!!!
