Did Widnes have any debts? I don't know but the issues of administration had to be considered regardless of it being a different regime. You can't trade on the history of Widnes as a RL team and not consider the problems.

I happen to think the licenses were decided well before the official date, Crusaders were always going to get in, its what the RFL wanted, and now it looks like going badly wrong.
