It would appear that way, maybe he thought he would be 'ok' playing for both.
Either way if he doesn't make it it gives the opportunity, i presume, for an English based, Englishman to get a spot now.

I can't imagine any professional sportsman would want to miss out on a home World Cup. I know they come around more often in league (they're either here or Aus) but you rarely get two chances.

I still think its an absolute Pee take that Fatnamara handled the brough situation so badly it resulted in Brough electing to play for Scotland. Brough has been outstanding this season and is far better than any other half back currently playing in superleague and When you look at our potential pack that will give him the space to play, I think he could have done a job against the aussies and kiwis.

Believe me they're trying. Since Sam returned from his ban for the 'squirrel grip' tackle (which fair enough was out of order) he's been under close scrutiny for his every move on the pitch. I've seen the Aussies blowing up over a couple of nothing incidents from the Roosters game last weekend; an eye gouge on Jimmy Maloney that wasn't, and a push on Jared Waerea-Hargreaves that was only in retaliation to an elbow to one of his team mates. He'll have to be careful in the finals.

Now that we've lost an Australian from our squad we'll have to replace him with an Englishman presumably. Fingers crossed McNamara can find one.
