I've never heard anyone refer to mongrels being strong? If you google mongrel strength there are no references anywhere. If you google mong strength it's a well established slang term for 'people not right in the head having unusual strength'. The club is committed to the PDRL and LDRL setup and whether that was the intended reference or not he needs to apologise for it the next time he's interviewed.
It's clearly not something you want someone in the sport saying and I'm amazed he actually said it. It's not a case for claims of political correctness gone mad. There may be an angle of a different meaning in Australia (Someone mentioned Coote and Buderus have used the phrase in the past and apologised as they said it), but like in the racism cases involved footballers, you should have the intelligence to realise it's still not something it's a good idea to say.
As for punishment, I think that's up to Warrington to deal with internally. In my opinion it's the kind of thing a retraction and apology covers publicly and a word in private stops it happening again.
