This sounds weird, but 9's is better because there's less people in the team... If you want to get your developing nations involved its going to be easier for them to put a 9's squad together. In a country with little or no experience of RL it's easier and you're more guaranteed to find 13 or 14 quality players than 21 or 22. Its also cheaper transport 13/14 than 21/22.
That sounds strange, but I suppose this is why Fiji have done so well at 7's and not XV's. Same with the relative success of Kenya.
