The group games can be played as double headers with the group B/C game acting as the curtain raiser to group A. That would effectively give you:
Samoa v Tonga
England v NZ
Ireland v Wales

I agree that the 2010 format worked and I can see what you mean about the double headers. If we are going to go down that route then I think stadiums like Leigh should be ignored as too small. If you're going to have four teams playing on the same day, you need to be holding games in 20,000+ seater grounds, no excuses.
I wouldn't give too many free tickets away, not even to kids. I've never liked the idea of freebies as I think people value something more if they've had to pay for it, however cheap it may have been.
