however as Burrow had not started to regain his feet when initial contact was made the tackle complete as soon as Tompkins touched him - hence when he then dragged him a penalty was the only outcome
contrast that with the decision that went against Wigan where Leeds deliberately wait till the Wigan player starts to get up and then complete the tackle taking him into touch - both decisions were correct and the rules are fine in my opinion.
