I think it's a great feature, and would suggest it's more a question of the sound engineers getting the sound balance right, so it's at a level where you can make it out if you want to, but ignore it if you're not interested.
I'd agree they sometimes get the sound too loud, this often depends on which ref it is, but these are minor details.
I reckon it adds a great deal to my enjoyment because you can tell when a player is, for example, at risk of a pen for holding down, and it's great to hear the ref explaining decisions ("shoulder"; "went backwards" etc). Most of the time the commentators are talking over it anyway.
