The RFL aren't really to blame. Yet. That will depend on what they do about it now that the evidence is right there in front of them.

Remember the Keith Senior and RFL case? Where it was highlighted that Keith and his wife were sole directors of a company that Crusaders had a contract with. Massive implication that he was being paid that way to supplement his wage off the cap.

If that's the way this has been done with Puletua, and it looks like this is the case, the RFL would have had no way at all of policing it initially. They can look over clubs' books all they like, but if it was (theoretically) another company owned by the doctor that was paying another company owned by Puletua, then the RFL have no legal right to look into the books of those two companies. So they have no way of proving it's happening.
Until it comes out in court due to Puletua suing Salford. Which is what's happened here, which is why the RFL can now take action.

Not a reflection at all on the Live Salary Cap, just a reflection on how clubs can get around it and the RFL can do very little about it.

Other clubs have been accused of using the same way to get round the cap in the past, but I'm not stupid enough to name them on here.

The Doc has just been on radio saying he will take RFL through courts.

has the Doc checked the RFL rules?. Pretty certain there's a standing rule that a member club will have their membership suspended in the event they take legal action against RFL for the duration of said legal action and they aren't able to take part in RFL games whilst suspended IIRC.

Is it enforceable?

I'm to an extent with Koukash. The RFL want to fix a hearing and only then serve documents detailing the allegations as little as 14 days before the hearing. For something so serious especially, that's an utter joke.

Especially as he's apparently been told he can't use his solicitors as they also work for RFL so are conflicted, so he'd need to find new lawyers.

I wouldn't be sure the Doc has even checked a dictionary to see what the word, 'rules', might actually mean. His public announcements give the appearance of him not caring over much about rules - surely there can't be people who believe that they only apply to the little people?

His Twitter looks like RL Banter have actually done the April Fools, and Koukash has fallen for it. Which wouldn't surprise me in the slightest. Although admittedly him falling for it is likely to be his April Fools joke.

I don't think that, in our current situation, any deduction for Salford will mean much. If it comes out that Salford have by set out to purposely circumvent the cap then they should have the full penalty brought against them but I feel this isn't going to be the case even with the mad doctor's comments regarding the RFL

Okay so Salford get docked points and finish bottom , what next. Even if they are in the M P G they may still be in the super dooper L next season. The whole comps a bag of sheet. Come to terms with it.
