If a referee refs to a consistent standard through a whole match it should not matter what the eventual penalty count is. for them & for us.
In fair refereeing it then demonstrates a preponderance of deliberate of accidental breach of the rules by both sides.
So its unreasonable for anyone to complain that a certain side was penalised -say 10:2 - without looking at the validity of each decision, and of course, looking at penalty decisions that might have been made consistent with others actually made.
The Refs should not get to the stage where they have penalised a team 4 times then think they cant do another one, or at least penalise the opposition at least once in compensation.
But they do.

I would be interested to know how many tries come in the next set of 6 after each penalty.
