As said during the commentary, only Raynor knows whether he was playing for the ball or trying to hit the player. He knocks the ball our and he's a hero, hits the player and he's a villain.
At high speed with one player diving for the line and the other coming in and diving from the side any mis-judgement is likely to end in disaster. A deliberate head shot? I'm not sure and I don't think the TV replays have the ability to look into the murky depths of someones soul as yet.
I've seen worse tackles where the player on the receiving end has got up and walked away and incidents which look like nothing where someone had been badly injured. I think the fact that Tomkins slid across the deck on his face didn't help Raynors case nor does the fact that it was played over and over in super slow motion.
