Fax will never be allowed into SL as it stands. Not cos they are not good enough (probably will prove to be quite the opposite), but cos the RFL will want to expand the game to new areas, and reduce the concentration in the M62 corridor and especially West Yorkshire. Same reason I suspect Widnes won't get back in.
Indeed, we run the serious risk of there only being Leeds, Hudds and one of (or a merged) Cas/Wakey (likely Cas if they get that new stadium) in West Yorkshire. No Bulls, you'll note. If we don't get the OSV then I do not expect we will get a 2012 Franchise or likely even be here. And even if we do, we'll need to do a lot better on the pitch now to be sure of keeping our slot. Especially with certain ex-Presidentes who are unlikely to wish us well. IMO.
Maybe by then there will be enough clubs - and money - for a two-division SL? Hmm...
