Cast your mind back 12 months. We were playing Hull KR. 6 points up, with Long on the field and had a plethora of chances of dropping a goal to kill the game off. We didn't. They came down the field and levelled the score, then went on to win
IMO the captain should decide what to do. If he thinks going for the two points is right he then asks his kicker if he fancies it.
