Maybe so, but it was accidental. Allowing Joel Tomkins to go round kicking people and getting off scot free is the wrong message to be sending out IMO.

There was nothing in the Senior kick at all. He didn't aim at his head and he didn't mean to kick him. It was careless, and a penalty was the right call.
