Many houses in kippax have a pontefract phone number, that doesnt mean that they are in pontefract either, just that they have been grouped with another location for the ease of administration.

Kippax has a leeds postcode (though as we have seen with scarborough example that doesnt mean it is in leeds an only an idiot ( or someone directley related to the post office, who group locations together for ease of administration) would think that means it is in leeds. Kippax is in the the leeds council district once again a measure only employed to ease administration, around the country many places are lumped together for administrative purposes despite having little to do with one another and being many miles apart, only an idiot would believe that a distinction made purely to save admin costs changes where a person is from. No i dont think kippax should be part of cas, its a seperate place with its own identity, kippax isnt and shouldnt be part of any other place that kippax. Just like beverley is not hull, knottingley isnt in wakefield, the isle of unst isnt in the isle of shetland etc.
