It has problems for sure.

The refs just need to police it better,if its intentional slowing and done often then it's a professional foul and someone's going in the bin.

An infringement on the zero or 1st tackle should be a penalty. An infringement within your own 20 should also be a penalty

What about 20 meters out from your opponents line when the scores tied or youre 2 down?

I’d just get rid and allow a penalty to be a penalty!
