It's quite simple really. You traditionally set your RADAR altitude at a height beneath which collateral clutter would adversely affect the ability of the operator to distinguish between legitimate threats and harmless airborne traffic.
You obviously set your RADAR altitude to just below watertop, justifiably believing that rowing , canoeing and yachting is about as good as it gets at that height, lane swimming being just a lot of splashing and your mate Davies.
