IMO, A better idea would be to scrap the quota as it stands altogether and to change it to say eight, non-five nations qualified players in any starting seventeen. This could be reduced by one each year down to a maximum of five in any starting seventeen.
Then it would not matter whether a player was from Australia, New Zealand, Samoa or Outer Mongolia - if they don't qualify to play for England, Scotland, N Ireland, Wales or France then they count on the quota.
