I believe you're confusing the geographic counties with the council areas created by the Local Government Act 1972 and the ceremonial counties of the Lieutenancies Act 1997.

Widnes may have its bins emptied by Cheshire Council but it remains in Lancashire. There were similar anomalies in places close to borders - such as Todmorden and Barnoldswick - prior to 1st April 1974. The confusion has arisen because pompous councillors, keen to increase the image of their self importance, started erecting signs all over the place, confusing the gullible.

Widnes is the same as Warrington ? Many would dispute that.
