| Every bill that passes throuh Parliament (the Commons and the Lords), then gets passed to the monarch for his or her royal assent before it is formally encated into law.
This is part of our unwritten constitution and in practice the monarch would not refuse royal assent becaue the bill had passed through the democratically elected chambers and the theory is that if royal assent were every refused there would be a huge constitutional crisis, uprisings etc and probably the end of the monarchy. Hence why royal assent would not be refused. The last time was 1707.

btw, I'm sure I read when I was doing a political science degree way back when that what is required to declare a state of emergency, impose martial law, suspend habeus corpus, dissolve or suspend parliament(s) and the rest of our unwritten 'constitution' is the signature of the monarch, backed by three privy councillors. The PC includes all current cabinet members, all previous cabinet members, ever, who are still alive plus a few odds and sods who've never been in a cabinet. I could be wrong though.
